What Is an EICR?

An Electrical Installation Condition Report (EICR) is a formal document produced by a qualified electrician after a detailed inspection and testing of the fixed electrical installation in a property. The report identifies any defects, deterioration, damage, or dangerous conditions in the wiring, consumer unit, circuits, earthing, bonding, and accessories such as sockets, switches, and light fittings. It is not a visual check alone; it involves systematic testing of every circuit using calibrated instruments to verify that the installation is safe and compliant with current standards.

The EICR categorises findings using a standardised coding system. A C1 code indicates danger that requires immediate attention, a C2 code indicates a potentially dangerous condition that needs urgent remedial work, and a C3 code is a recommendation for improvement but not a safety hazard. FI codes indicate that further investigation is required. If any C1 or C2 codes are issued, the installation is classified as unsatisfactory, and remedial work must be carried out within 28 days or as specified in the report. An installation with only C3 codes or no observations is classified as satisfactory.

Legal Requirements for Landlords

Since 1 April 2021, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 have required all private landlords in England to have the electrical installations in their rental properties inspected and tested at least every five years by a qualified and competent person. This is not optional; it is a legal obligation that applies to all new and existing tenancies.

Landlords must provide a copy of the EICR to existing tenants within 28 days of the inspection, to new tenants before they move in, and to the local authority within 7 days of receiving a written request. If the report identifies any unsatisfactory findings (C1 or C2 codes), the landlord must have remedial work completed within 28 days or the timescale specified in the report, and must provide written confirmation of the completed work to the tenant and local authority.

Non-compliance can result in financial penalties of up to £30,000 per breach. Local authorities also have the power to arrange remedial work themselves and charge the landlord for the cost. Beyond the legal requirements, a valid EICR protects your tenants, your property, and your insurance cover. Many insurance policies require evidence of electrical safety compliance, and a claim may be refused if you cannot demonstrate that the installation was properly maintained and tested.

Fines Up to £30,000

Local authorities can issue fines of up to £30,000 for each breach of the regulations. Multiple properties without valid EICRs can result in cumulative penalties.

Every 5 Years (Minimum)

EICRs must be renewed at least every 5 years, or sooner if the previous report recommends an earlier re-inspection date.

Provide to Tenants Within 28 Days

Existing tenants must receive a copy within 28 days. New tenants must receive a copy before occupying the property.

Remedial Work Within 28 Days

Any C1 or C2 defects must be rectified within 28 days or the timescale stated in the report, whichever is sooner.

The EICR Process

An EICR inspection typically takes 2 to 4 hours for a standard 3-bedroom property, depending on the size, age, and complexity of the electrical installation. During the inspection, the electrician will need access to the consumer unit (fuse board), all rooms including loft spaces where wiring is accessible, and all socket outlets, light switches, and fixed appliances. The power will need to be turned off temporarily during parts of the testing, usually for short periods per circuit rather than the entire property at once.

The process begins with a visual inspection of the consumer unit, wiring (where visible), accessories, and earthing and bonding arrangements. This is followed by detailed circuit testing using calibrated instruments to measure earth loop impedance, insulation resistance, RCD operation times, and polarity. The electrician records all findings and categorises any defects using the standard observation codes. You receive the completed EICR report, typically within 24 hours of the inspection, clearly stating whether the installation is satisfactory or unsatisfactory with detailed observations and recommendations.
